MONTGOMERY, Ala. (UPI) - The federal government filed civil rights complaint Tuesday against former Deputy Sheriff Harvey Conner in the death of a Negro prisoner in the Elmore County Jail. The Justice Department took the action after the county's grand jury adjourned without returning any indictments in the death of James Earl Motley, 27, last Nov. 20 at Wetumpka.
