(UPI) - The federal government filed civil rights complaint Tuesday against former Deputy Sheriff Harvey Conner in the death of a Negro prisoner in the Elmore, County Jail. The charge carries a maxi- mum penalty of $1,000 fine or one year in jail, or both, upon conviction. Motley, a construction worker, was found dead in his cell a few hours after his arrest.
