Why is it that Gen. Healy makes no effort to arrest Warren , Dew, Skinner, Frank Threat, and other negroes engaged and implicated in the Forkland and Sumter county disturbances? Why has he made no effort to investigate those affairs? Is he simply a Radical tool or is he an officer of the law? Why has he made no effort to bring before United States Comissioners, the negroes who lynched Huff Cheney, In Choctaw County, two months ago? Is he afraid that the arrest of a negro will hurt the Radical party? If so does he arrest white men (on bare suspicion) with a view to the manufacture of partisan campaign thunder?
