An application for a change vonue in a criminal case, "setting forth specifically the reason why" the applicant "cannot have a fair and impartial trial in county in which the indictment e found" should be granted by the Court, made within tho proper time and in the proper way. This is a right which will by enforced by mandamus if it is refused and denied. (Ray. Code § 4206.)
