Dear Sir
Enclosed we send you an [[Affidavits|affidavit]] made by [[LeBarow, Thomas M|Thomas M. LeBarow]] for the [[Arrest|arrest]] of one [[Mernarray, James|James Mernarray]] a [[Fugitive|fugitive]] from justice, under the [[Constitution|Constitution of the U. States]], and the Act of [[Congress|Congress]] approved 12 <sup>th<sup> Febuary 1<s>8</s>793 (1 Stat. U.S. at Large <s>n</s> 302). The affidavit fully discloses all the facts of the case, and we hope may be Con=sidered by you sufficient for the issuance to Mr. LeBarow of your requisition upon the [[Governor|Governor]] of Louisiana. The requisition, with the certified af=fidavit may be en closed to us or to Mr. Tho. M. LeBarow at this place.
