I am well acquainted with [[Waugh, Arthur, 1866-1943|Mr. Waugh]] and am entirely satisfied that he intended [?] of the case in the code in which he has been fined. He is a very worthy & responsible citizen & I hereby wish in the above petition that his fine be respectable.
