Dear Sir,
Some months since I enclosed to you a petition on behalf of [[[Hulgan?], R. M.|R. M. [Hulgan?]]], of this placed, signed by [[Hale, S. D.|S. D. Hale]] Presiding [[Judge|Judge]], [?]
[[Lowe, R. [J?].|R. [J?]. Lowe]], Esq., acting [?] [?] by numerous citizens of this County, praying your Excellency to remit two certain fines imposed on him at the last spring term of the
[[Circuit Courts|Circuit Court]] for [[Retailing|[retailing?]]] to [[Students|students]]. It was breifly stated in said petition that in one of said [cases?] it was stated in said petition that the indictment was for selling [only?] one pint of [[Wine|wine]] to [[Smith, [Wm?].|[Wm?]. Smith]], for his mother, in case of [[Illness and therapy|sickness]], [?] the other for selling whiskey to
[[Bugle, Green|Green Bugle]], who bought it for a sick horse, but in neither of said cases was [written?] orders given by their [[Parents|parents]]. Under all these circumstances the petitioners thought it was a case asking for

Executive clemency. I will state further that Mr. [Hulgan?], is a licensed [[Retailing|retailer]]—& bears the character of an honest, upright and orderly citizen, and in the language of the petition, I am satisfied Mr. [Hulgan?] violated the law in this case through misapprehension, and from no improper motives; besides the young men to whom the said wine [?] whiskey was sold were
only occasional students, and when at [[School|school]] were attending at a distance of about three miles from the place of retailing. Mr [Hulgan?] is a poor man, with a large family, all daughters, who are alone dependant on ^his^ exertions for a support, and under all the circum—stances, it would be most agreeable to the citizens that your Excellency should remit all or most of said fines. Said fines were $50.00 in each case—There was no [[Jury|jury]]—[Since?] sending said petition, I have heard nothing from you. Will you please take the case in consideration, and write to me on the subject.
