Sir

I have the honor to report that some of the militia officers have seen proper to take contractors with this Arsenal from this work without any reference to me as to whether their removal from their work would be detrimental to the public interests. A case in point is that of Mr Henry H. Callaway who has a contract to transport lumber from Weaver's Mill to this Arsenal. He is here to-day with a boat load and Colonel Millhouse has taken him and decided that he must go at once to camp. It is of the first importance that we should be supplied with lumber, and this cannot be done without the services of Mr Callaway. Such action upon the part of Officers Commanding the Militia, in preventing our receiving the necessary supplies of material, will, of course, embarrass the the work of the Arsenal, and necessarily delay the Arming and equiping of the troops now being assembled for the field; besides much other work of the most pressing need.

No Contractors or their employees are kept in the service of this Arsenal unless their services are indispensable, and I have the honor to request that you will give the necessary instructions, to the Officers having authority in the matter, to prevent their interference with such contractors and their employees.

It may be proper to state that Mr Callaway has been in the employ of the Arsenal for a year past; was enrolled in June last, and application, made for his detail--which application has been approved by the Chief of the Ord: Bureau
