His Excellency
Thomas H. Watts
Dear Sir

The Tax Assessor
wishes to know if the Act "to prevent Extor-
tion" "approved Dec 9 1862" is still in force.
By the last Sec. the Gov has the right to sus-
pend it -- And it appears to me that your
predecessor, Gov Shorter, issued his proc-
lamation suspending it in part, or, in
whole, but I am not certain, and as it
is important that the Assessor should
know, I will thank you to inform me,
of any, and what action has been ta-
ken in it--
