Description
In the letter, Whitman tells Governor Watts about the recent receipt of a company of youths between the ages of 16-18. Whitman asks the Governor if he has the authority to conscript them once they turn 18, because many of the boys are asking him if they will receive a signing bounty as other soldiers. Whitman also asks about being stationed in Montgomery.

To his Excellency Thomas H. Watts
Dear Sir-
Lt. E.E McConky having received
authority from Lt. Col. H.G. Lockhart
to receive a company of youths
between 16 & 18 years of age for
Provost duty, and approved by
Your Excellency, has impressed
me to join him and recruit for said
company. Therefore I write you
requesting you to let me know if the
young men who joins me will be
conscripted after they arrive at the
age of 18. They all wish to know
before joining me and the success
of my recruiting successfully depends
upon that, and will they receive their[?]
bounty, the same as a soldier in
the service does. I can get
a good number of youths.
