Swann Story 1
The attatched document is a letter from an Alabama slave owner (David Atkins) to Governor Watts about an impressment order for one of his men. Atkins' men are refusing to be impressed because the last slave that atkins sent ended up dying from measles. Therefore, Atkins is worried that all of his men will uprise and run away if he forces one of his men to go work and is asking the governor to let him pay a fee instead of sending a man.
